In order to identify and reduce the risks our town faces from various natural hazards, we are asking you to particpate in a County-wide on-line survey. Mine Hill Citizens have a wealth of knowledge about the hazards we face. The first part of addressing and mitigating these problems is to identify them, so we need your help.

FEMA is paying for a portion of this project, and is requiring all towns to have a Hazard Mitigation Plan to qualify for assistance should we suffer any natural disaster in the future.

IMPORTANT RULES, REGULATIONS AND INFORMATION ON GARBAGE AND
RECYCLING COLLECTION IN THE TOWNSHIP OF MINE HILL

Please also be aware that state law and local ordinances strictly prohibit the dumping of any garbage or waste, including vegetative waste, on public or private property owned by another. Reported violations will be investigated and addressed, which can include the issuance of summonses, requiring possible court appearances and substantial fines. Please be courteous to your neighbors and fellow residents and follow these rules and regulations for all disposal. PLEASE NOTE that we have been advised by Morris County and our hauler, Blue Diamond, that there will be increased inspection of garbage for recyclables. If your Garbage contains recyclable papers, bottles or cans, it will not be collected by Blue Diamond. Recycling is MANDATORY.

There is an approved method of disposal for virtually everything you may need to dispose of. The Township Ordinance specifies that garbage and recycling is to be placed at the curb only "immediately" prior to the scheduled date of collection. This provision is interpreted and applied in such a way that no Garbage or recycling should be placed curbside more than 24 hours prior to the scheduled collection date.If items are improperly placed for collection and not collected, they must be promptly removed from the curbside to a place not visible from the street, or the owner is subject to issuance of a summons with monetary fines. "Curbside" means on your Property just inside the curb or edge of pavement. Garbage cans, recycling tubs, bulk and yard waste are not to be placed in the street or on the road surface.

Everyday garbage is collected curbside every Thursday in amounts not to exceed three cans not exceeding 45 gallons each.

Bulk Waste is collected curbside on the third Thursday of every month. Bulk items will not be collected on other garbage days. Bulk waste includes furniture and other large items. Bulk Waste does not include tires, car batteries, hazardous chemicals, construction debris, or metal items. Bulk waste should not be placed at the curbside more than 24 hours in advance of the collection date,and must be removed from sight if not collected.

Appliances and any other items which are in excess of 90% metal, including grills (LP or propane tanks will not be collected, even if empty), bed frames, furniture, etc., are collected curbside weekly on Thursdays. A $10.00 fee per item applies and a sticker must be obtained at the Clerk's office in the municipal building. For air conditioners or refrigerators, the refrigerant (freon) must be removed by a licensed technician prior to collection. Written proof of the removal must be presented to the Clerk prior to issuance of the sticker and scheduling of the collection.

Yard waste is collected curbside on alternating Tuesdays days by Blue Diamond Disposal. The complete garbage, recycling and yard waste collection scheduled is available on the Township website at www.minehill.com. Yard waste includes leaves, brush and grass clippings. Leaves must be bagged in biodegradable paper bags, which are available for purchase at the Municipal Building or local hardware or home improvement stores. Small brush must also be bagged in paper bags and may be mixed with leaves. Grass clippings must be separately bagged in paper bags and labeled as "Grass". Brush and branches up to 3" in diameter must be cut into lengths not exceeding 4 feet and bundled with twine or string in bundles not exceeding 60 lbs. Dumping leaves, grass clippings or brush "in the woods" on public or another person's unimproved private property might seem to be an easy and harmless method of disposal. However, it is illegal, involves trespassing, and often creates an unattractive situation which impacts your neighbors. In addition, branches, trees, brush and leaf piles are not permitted on your own property as they can create harborage for rodents or give off offensive odors.

Recyclable newspapers, magazines, bottles and cans are collected curbside on alternating Wednesdays. Used tires, batteries, motor oil, paints, and household chemicals may be disposed at County facilities and other locations on specified days. This information is available at the Municipal Building and on the website at www.minehill.com.

It may seem easier or more convenient to simply dump unwanted items, yard waste, or chemicals "in the woods" or along the side or at the end of a quiet street. However, these actions are illegal and will be vigorously prosecuted, subjecting violators to potential court appearances, fines, and even incarceration. Equally importantly, illegal dumping can cause serious and irreparable harm to the environment, ground waters, and the visual appearance of our town.
